You begin crafting at Burgeo. To begin crafting you need a crafters toolbox which can be bought from the local shop at Bonavista and Henley Harbour for 35 gold.
Crafting can be started at level 1 in Burgeo, Level 25 at Mulligan, and Level 55 at Wynard.
You can craft any item at any location as long as you have the crafting level to craft the item and to unlock the location.
